Gov. Elechi Presents FUNAI Title Deeds to Prof.
Rufa’i
he Executive Governor of Ebonyi State, Chief Martin Elechi, in a special session with

the State Executive Council and the Ministerial Monitoring and Implementation
Committee for the 9 new federal Universities, presented the title deeds for the Federal
University, Ndufu-Alike, Ikwo (FUNAI), for both its take-off and permanent sites, to the
Honourable Minister of Education, Professor
Ruqayyatu Ahmed Rufa’i, OON. The event,
which took place on Monday, 9 July, 2012, at
the Government House, marked the
beginning of an inspection tour to ascertain
the level of preparedness of the University
for the commencement of academic
activities.
Presenting the land documents, the Governor
reiterated his commitment to support the
University, to ensure its smooth take-off,
stating that his administration gave priority to
education. He recalled the earlier visit by the
team in 2011, when the issue of location was
deliberated on. He informed the team that
the host community was ready to cooperate
with the University, and was prepared to relocate from the land and ensure that the University
took off as envisioned. He promised that adequate compensation would be made to those
affected and commended the team for its sustained efforts towards ensuring progress in the
universities.
The Honourable Minister, on behalf of the delegation, thanked the state Government and the
host community for their reception and for donating 4000 hectares of land to the University.
She assured them that the University, would, in no small way, bring development and
education closer to the people of the State.

Minister and the Executive Secretary,
National Universities Commission (NUC),
noted the progress that had been made in
renovating the take-off site and putting up
new structures, which included offices,
laboratories, classrooms and hostel
accommodation.
In a meeting with the university community,
the Vice-Chancellor, Professor Oye Ibidapo-
Obe, reiterated that the requisite academic
and support staff for the commencement of
academic activities were in place and ready to
steer the University to enviable heights.
The Vice-Chancellor said FUNAI was
preparing for its maiden post-UTME
examination and said only qualified students would be admitted. He expressed confidence
that with the continued support of relevant stakeholders, the University would commence
academic activities without further delay.
Also at the session were members of the Ndufu-Alike Ikwo community, who came out en
masse to welcome the delegation and expressed their commitment towards the realisation of
the project.

ES Presents Certificates to Spanish Language
Trainees
he Executive Secretary, National Universities Commission (NUC), Professor Julius
Okojie, OON, on Friday, 13 July, 2012, presented certificates to participants of the 2nd
annual intensive training programme in Spanish Language and Culture, in his office.
The programme is an initiative of the Embassy of Spain in Nigeria to promote Spanish
Language in Nigerian universities.
Speaking on behalf of the participants, Dr. (Mrs.) Purity Uchechukwu, of the Nnamdi
Azikiwe University, expressed gratitude to NUC for its commitment to the success of the
programme which, she said, was to see Spanish taught as an elective course in some Nigerian
universities. Dr. Uchechukwu said the participants were delighted with the progress they
made within one month, stressing the need
for participants to sit for the Spanish
Diploma Español Lengua Extranjera (DELE)
exam to boost their qualification.
On the future of the Language in Nigeria, she
expressed optimism to see it being taught up
to PhD level. She commended the Spanish
teacher, Ms. Asunción Florenciano, who she
described as an asset and pleaded with NUC
to ensure that the trainer is retained by the
Spanish government despite the economic
crisis. While encouraging participants to
popularise the Language in their various,
university communities, she suggested that
the training be split in phases to
accommodate the various levels of the
participants. She said there was indeed a
future for the language with Spanish spoken
in most parts of the world especially, the
Latin America.
Responding, the Executive Secretary reiterated the need to have Spanish taught in higher
institutions, emphasising the importance of library facilities with e-journals in Spanish and
called on other alumni of the initiative, to join in building the system. He said efforts were
already underway to retain the Spanish teacher but said the Commission was soliciting the
support of the Spanish government.
Professor Okojie said a stakeholders’ meeting was important to justify the need for the
project, while acknowledging that no Nigerian university is presently teaching Spanish
Language as a first degree, he said that current upgrade of the Language, through the
intensive training, would be pursued. He said he was aware of the cultural similarities
between Nigeria and some European countries and cited OAU, Ile-Ife as one of the

universities that have a hostel, in Brazil, adding that there is need to have a Spanish centre,
where people get access to learning materials and subscribe to e-journals.
The 2012 training was jointly sponsored by NUC and the Embassy of Spain and held from 18
June-13 July, 2012, at the Commission. The training had participants from the Departments
of Linguistics and Allied Languages of some universities, namely the University of Port-
Harcourt, University of Ilorin, Nnamdi Azikiwe University, Awka and Michael Okpara
University of Agriculture, Umudike.
Literacy Rate in Bauchi Leap-frogs from 15% to
65%
his was a revelation made by the Honourable Commissioner for Education, Bauchi
State, Alh. Ibrahim Mohammed Aliyu, in an on-the-spot interview with Monday
Bulletin on Monday, 9 July, 2012, at the National Universities Commission.
Responding to questions on the development and achievements of Bauchi State University,
the Commissioner said that, from the 10-15% literacy level previously recorded, it had risen
to 65-70%. The government had waged a war against illiteracy, by completely renovating
schools, approving the supply of text books at all levels and providing free accommodation
and mattresses for students at the basic education level, with free feeding and SSCE
registration.
On girl-child education in Bauchi State, the Commissioner said that recently, the State was
rated second best in providing access to girl-child education. To discourage premature
marriages and hawking, the Government planned to open two additional schools for girls,
located not too far from the capital, and to relocate boys from some schools to others so as to

increase the number of girls’ schools. The reason for the location of the schools, he said, was
to facilitate monitoring and evaluation. “By this year, about 40,000 will have graduated from
both the junior and the senior schools for the girl-child. It is our expectation that by the time
they finish their senior secondary school, they would appreciate western education enough to
continue from there.’’
Speaking on the evolution of the University, following its recognition by NUC in 2011, the
Commissioner said the State Government had appointed a Consultant, Professor Ango
Abdullahi, so as not to allow any form of interference from any quarters except for the
Commissioner of Education and the Secretary to the State Government, who were to serve as
project coordinators and channels of communication with the government and the consultant.
He said the Consultants were given a free hand to operate without any political or civil
service interference. This, he said, was why
the University took off within nine months
and operates within the university system as
required by the NUC Benchmark Minimum
Academic Standards. Immediately the
Consultant was done, the Government
appointed a Governing Council with the
same Professor Ango Abdullahi as
Chairman. To allow for smooth running of
the University, devoid of political
interference, the Government took a
decision not to appoint a Vice-Chancellor
and Registrar from the State, saying that the
Vice-Chancellor is from Kaduna State,
while the Registrar is from Adamawa State
and that other competent hands were
engaged to handle the running of the
University.
On local content, the Commissioner said the Government was careful not to locate the
University in any of its major towns but in communities along the Hadejia-Jamaare River
basin. With the location of the University on a land mass, along the river basin, he said,
“when the Faculty of Agriculture takes off, it will also serve as a centre for Agricultural
Research extension to help in addressing desertification challenges, which, he said was a
global priority. Arrangements are being made to acquire land for soil-based research on types
of plants and seeds to be generated.”
Responding on the running of multi-campus, which the Commission discourages, the
Commissioner said the State Government, being mindful of NUC benchmark, runs the
various campuses each with a peculiar programme of focus, saying the main campus was to
run Arts, Sciences, Agriculture and Medicine without Social Sciences, The Misau Campus
was to run the Faculty of Law only and the Bauchi Campus was to focus on Engineering and
Social Sciences. He said the Government, mindful of the financial implication of running the
three campuses, had enacted a Law for the University to be self-reliant with 2% from the
state statutory allocation and 5% of the local government grants to go to the Institution’s

account. He further told MB that the Government was going to obtain about 250 million
dollar loan, for the development of infrastructure in the university.
On staffing and staff development, the Commissioner affirmed that the recruitment policy
indicated that all Graduate Assistants would be recruited from the State but were not allowed
to lecture. Rather, they conducted tutorials for the students. For other categories of staff,
suitably qualified persons were recruited, regardless of tribe, race or religion. As part of its
staff development initiative, government, through its Ministry of Higher Education, was
sponsoring graduate assistants for further studies both within and outside the country. “When
I recently visited the University, I found out that the University had given out loans to staff to
improve their welfare thereby maintaining good and qualified manpower. We have acquired a
land for the University to establish a model staff school.”

Bensouda, has been appointed
Chief Prosecutor at the International
Criminal Court (ICC), The Hague,
Netherlands. Her mission is to prosecute
those responsible for the most serious of
crimes, like genocide, war crimes and
crimes against humanity, when domestic
courts and prosecutors fail. Public Relations
Officer of the University, Abiodun
Olarewaju, said, in a release, that Bensouda,
51, graduated with a Bachelor’s degree in
Law from OAU in 1986 and attended the
Nigerian Law School. She also holds a
Masters degree in International Maritime
Law and the Law of the Sea.
The newly-appointed Chief Prosecutor was
the first International Maritime Law expert of The Gambia, who once served as the Attorney-
General and Minister of Justice in The Gambia, her home country. She had served as the
Deputy Chief Prosecutor at ICC from 8th September, 2004 until her appointment as the Chief
Prosecutor this year. At various times, she was the Senior Legal Adviser at the International
Criminal Tribunal for Rwanda and also the first African woman to assume the top job at an
International Tribunal. In 2009, she received the International Jurists Award for her
contributions to national and international criminal law.
Bensouda took part in negotiations on the treaty of the Economic Community of West
African States (ECOWAS), the West African Parliament and the ECOWAS Tribunal. She
worked as a Delegate at the United Nations Conferences on Crime Prevention, the

honoured her alma mater, Obafemi Awolowo University recently, by flying down directly
from The Hague to attend the Inauguration of the Gambia Branch of Great Ife Alumni
Association of her homeland, The Gambia, where she was decorated with the Distinguished
Alumna Award by the Great Ife Alumni Association, with the Vice-Chancellor, Professor
Bamitale Omole, in attendance.
Responding, she said that the rigorous training and all-round academic orientation at the
University prepared her sufficiently to cope with life’s daily challenges. She assured
everyone that the whole world should look forward to a new, fair and more improved ICC
under her watch. Earlier in the year, she was named among the 100 most influential people in
the World by Time Magazine.
Rhema Varsity Loses

demise of the Registrar, Rhema University,
Obeama-Asa, Rivers State, Mrs. Juliana
Nnenna Uche. Professor Okojie described her
death as a loss, not only to Rhema University
but to the entire Nigerian University System
(NUS).
He prayed that God would grant her
immediate family and the University the
fortitude to bear the irreparable loss.

Due to recent developments in the University of Abuja, The President, Commander- in-Chief
and Visitor to the University, Dr. Goodluck Ebele Jonathan GCFR, has approved the conduct
of a special visitation to the University.
A Special Visitation Panel has therefore been constituted to address the recurring systemic
problems of the University, from inception, in the areas of: Financial Audit, Programmes

Conduct of Academic and Non-academic Staff, Project Administration and Procurement,

INNOVATION AND DEVELOPMENT (PRESSID)
As part of efforts to achieve the goals of Vision 20:2020 and the Transformation
Agenda, the Federal Government of Nigeria plans to develop a critical mass of
professionals who would serve as catalysts of change and agents of scientific and
technological advancement, as well as sustainable economic development. This would
be achieved through the sponsorship of outstanding students for postgraduate studies
in the top 25 universities in the world. To this end, the Federal Government has
instituted the Presidential Special Scholarship Scheme for Innovation and
Development.
Eligibility Criteria for the Scheme
Interested candidates should:
1. be graduates from the 2009/2010 and 2010/2011 academic sessions, who
would have completed their National Youth Service by May 2012;
2. have obtained First Class Honours degree from any recognized and approved
University in the following disciplines and aim at postgraduate degrees in the
specified and allied disciplines:
a. Sciences: Nuclear Physics, Operations Research, Industrial Chemistry,
Quantitative Genetics, etc
b. Basic Medical Sciences: Anatomy, Physiology, Medical Biochemistry,

EURIAS CALL FOR 2013-2014 FELLOWSHIPS
The European Institute for Advanced Study (EURIAS) Fellowship Programme has issued a
call for fellowships for the 2013-2014 academic years. The Fellowship Programme is an
international researcher mobility programme offering 10-month residencies in one of the 14
participating institutes located in Berlin (Germany), Bologna (Italy), Brussels (Belgium),
Bucharest (Romania), Budapest (Hungary), Cambridge (UK), Helsinki (Finland), Jerusalem
(Israel), Lyons (France), Nantes (France), Paris (France), Uppsala (Sweden), Vienna
(Austria) and Wassenaa (the Netherlands).
EURIAS Fellowships are mainly offered in the fields of the humanities and social sciences
but may also be granted to scholars in life and exact sciences, provided that their proposed
research project does not require laboratory facilities and that it interfaces with humanities
and social sciences. The diversity of the 14 participating institutions offers a wide range of
possible research contexts in Europe for worldwide scholars. Applicants may select up to
three institutes outside their country of nationality or residence as possible host institutions.
For this call, EURIAS is offering a total of 32 fellowships (16 junior and 16 senior positions).

Technology and Aircraft
The Clean Sky Joint Technology Initiative calls for proposals for areas related to Green
technology and aircraft.
The areas covered by the call include:
- eco design;
- green regional aircraft;

- green rotorcraft;
- sustainable and green engines;
- smart fixed wing aircraft;
- systems for green operations;
- technology evaluator.
An Aircraft has a 30-year service life, and new aviation design takes more than a decade to
develop. The aim of Clean Sky is to develop breakthrough technologies to significantly
increase the environmental performance of airplanes and air transport. This will result in less
noisy and more fuel efficient aircraft, bringing a key contribution in achieving the Single
European Sky environmental objectives. The accelerated research process used by Clean Sky
is an opportunity for rapid progress in the introduction of green technology into aviation.
The joint technology initiative (JTI) started in 2008 and is a public-private partnership
between the European Commission and industry stakeholders.
